New members’ admission procedure to Hungarian Association of Private Employment Agencies (HAPEA)
According to The Association’s Constitution the following procedure is to be followed:
1. The applicant has to submit a written request for admittance. The request should be addressed for The General Assembly and it should contain that the new member knows the regulations of The Constitution and will keep them obliging. Two existing members have to recommend the new member’s admission to The Association. The two advocating members should verbally confirm (with reasoning) why they’re suggesting the candidate.
The request should be send to the President of the Board.
Documentation should contain the following records (Constitution, II/1):
- new members have to declare (in HAPEA format) that at least 50% of their income is realized from recruitment and executive search; in the declaration there should be an itemized list of last two years’ incomes, indicating main KPIs of recruitment and temporary work activities, also indicating those activities the associated income of which exceeded 5% of annual turnover. The declaration has to be backed up by the balance sheet and profit and loss statements of the two previous years.
- new members have to bear the licence(s) necessary to practise the activities.
- has not any public due, bears an APEH certificate not older than 30 days about zero liabilities, attaches social security payment certificate
- declaration that has learnt and accepts the Code of Conduct of the Association

according to Constitution II/1/f, new members have to certify at least two out of followings:
- being a legal entity;
- has been doing the activity for at least three years;
- has at least 5 full time employees;
- has at least three written recommendations from customers.
- declaration (in HAPEA format) about labour authorities’ controls, lawsuits and their results at the company in the last two years
- declaration (in HAPEA format) about owners’ and/or main officers’ involvement into any public administration process and, if at all, their outcome (only to declare those that are other than the listed ones in previous point)
- declaration (in HAPEA format) about owners’ and main officers’ interest in the company
- copy of company register, not older than 30 day
2) after handing in the documentation the Management verifies the records and proposes to the general assembly to accept the new member (Constitution II/3)
3) candidate is invited to following general assembly – based on the proposal of Management, where has to present the company and the reasons for joining the Association.
4) According to Constitution III/1, General assembly ballots, at least 50%+1 vote is requires to approve the affiliate the candidate.
