This Code of Conduct is the result of the preliminary understanding of the Hungarian Association of Private Employment Agencies (the „Association”) to regulate the fundamental ethical attitudes in their fields of operation. It is the primary task of the verifiable rules set forth to strengthen the prestige and position of the profession in the market of employees and customers, and to contribute with its criteria to the internal purification process of the circle of service providers.
The members of the Hungarian Association of Private Employment Agencies (the “Members”) agree to operate in compliance with the spirit of ethics in their work done by using different methods and in different scope of business. The Members are required to pursue their activities in accordance with the professional and ethical principles approved by the Association, and to resolutely represent these principles at any time.
1. The Members are aware of the role and importance of their profession in labour market processes, as well as are committed to observing and to causing others to observe legal rules and laws in accordance with their roles in the society.
2. The Members avail themselves of no unlawful advantage in compliance with fair market practices. They neither offer nor accept benefits that are not included in the contract setting forth the value of the work undertaken, alike.
3. The Members are committed to acting fairly in competition, to focusing exclusively on their own successful performance, and to refrain from hindering, discrediting, or giving negative appearance of fellow competitors in any way.
4. The Members may only assume responsibilities, which are proportionate to their professional preparedness, capacity, opportunities and experience. In case of a co-operation with a service provider that is not member of the Association, the Member is responsible for ensuring professional and high standard performance.
5. If during his mandate a Member observes a situation that materially affects his independence and impartiality, he is required to apply to the elected Ethical Committee for position statement.
6. The Members of the Association agree to furnish customers with precise information at all times about their methods, capacity, means applied, work processes, and to ensure that they can be verified.
7. It is deemed as a task of top priority by the Members that they treat the data and information confidential relating to job seekers and customers they keep on records.
8. The Members are entitled to represent an opinion different from the position statement of the Association, which cannot however be done in the name of the Association, and the attention of all those concerned needs to be drawn to this fact.
9. If any divergence from the spirit of the Code of Conduct is observed, the Member is required to directly draw the attention of the Member in default to the breach of the rule. If repeated breach of the rule is observed, the Member is required to apply to the elected Ethical Committee.
The regulations of the Code of Conduct are binding on all Members, and by failing to observe them repeatedly will imply the exclusion from the Association, and the publishing of the same in the internal professional forums.
The word of the current elected Ethical Committee will always be binding in respect of matters pertaining to the regulations of the Code of Conduct.
